RiverPark, Wagon Wheel, and the Channel Islands Harbor corridor cluster at the top of the range. South Oxnard, El Rio, and the agricultural fringe hold the broadest mid-priced options. Licensed family child care homes typically run 20 to 30 percent less than centers.
Quality Counts California Tier 3 and higher centers carry a small premium. The Alternative Payment Program through Child Development Resources of Ventura County now reimburses at the 85th percentile of the regional market rate after California's 2024 expansion.
California State Preschool (CSPP) is free for income-eligible three- and four-year-olds at participating community programs and school district sites. Universal Transitional Kindergarten (UTK) at Oxnard Elementary School District, Hueneme Elementary, and Oxnard Union High has fully phased in for all four-year-olds by 2025-2026 under AB 130.

Oxnard tuition can swing $500 per month across a few miles of farmland, harbor, and freeway. These are the neighborhoods with the most active providers in our directory.
Oxnard sits in the more affordable end of the Southern California coastal market. Tuition runs meaningfully below Santa Barbara, Thousand Oaks, and the western San Fernando Valley, but supply tightens in the harbor and RiverPark corridors. California has built one of the country's most layered public early-learning systems, and Oxnard families with school-age and pre-K children stand to benefit most.
Under Assembly Bill 130 (2021), California has phased in free Universal Transitional Kindergarten for every four-year-old by 2025-2026, regardless of income. In Oxnard, UTK is delivered through Oxnard Elementary School District, Hueneme Elementary School District, and Rio School District, with the high school district handling continuity into the K-12 system. UTK is a full-school-year, classroom-based program staffed by credentialed teachers, with extended-day childcare partnerships at many sites. Read our California UTK walkthrough.
CSPP is California's state-funded preschool for income-eligible three- and four-year-olds, delivered through community-based daycares, school district sites, and First 5 Ventura County partner programs. Federal Head Start covers similar ground for the lowest-income households. In Oxnard, the largest grantee networks include Child Development Resources of Ventura County, the Ventura County Office of Education, and parish-based programs. Seats are free, generally school-year-aligned, and competitive in higher-demand neighborhoods.
Quality Counts California (QCC) is the statewide quality rating and improvement system, administered locally by First 5 Ventura County. Centers and family child care homes are rated from Tier 1 through Tier 5 on environment, curriculum, teacher qualifications, and program management. Providers accepting CSPP, CalWORKs, or Alternative Payment Program subsidies are increasingly expected to participate. In our Oxnard directory you can filter by QCC tier.
California Title 22, Division 12, Chapter 1 (child care centers) and Chapter 3 (family child care homes) set the rules. Infant ratios are 1:4 for children under two years old, 1:6 for preschool-age, and 1:12 for school-age. Every licensed daycare in California is regulated by the Community Care Licensing Division of the California Department of Social Services. Every provider in our Oxnard directory is cross-checked against the CCLD database monthly, and we flag any active citations.
In addition to UTK and CSPP, working Oxnard families up to 85 percent of state median income may qualify for the Alternative Payment Program (APP) through Child Development Resources of Ventura County, or for CalWORKs Stage 1, 2, or 3 if connected to cash assistance. APP and CalWORKs pay providers directly. All families can use the federal Child and Dependent Care Tax Credit, the California Child and Dependent Care Expenses Credit, and, if offered through work, a Dependent Care FSA. Our tax credit explainer walks through the math at common Oxnard income levels.
